प्रधानमंत्री नरेंद्र मोदी ने 23 सितंबर 2018 को प्रधानमंत्री जन आरोग्य योजना (PMJAY) को रांची से लॉन्च कर दिया। इसके तहत 10 करोड़ परिवारों को 5 लाख रुपये का सालाना स्वास्थ्य बीमा दिया जाएगा। इसे दुनिया का सबसे बड़ा हेल्थकेयर प्रोग्राम कहा जा रहा है। इस योजना का लाभ सामाजिक-आर्थिक जाति जनगणना के आधार पर मिलेगा। इसके लिए 30 अप्रैल, 2018 को एक मुहिम चलाई गई थी जिसमें उन लोगों का चालू मोबाइल नंबर और राशन कार्ड नंबर इकट्ठा किया गया था, जो लोग सामाजिक-आर्थिक जाति जनगणना के डेटाबेस के आधार पर इस योजना का लाभ उठा सकते हैं। वेबसाइट mera.pmjay.gov.in पर जाकर या हेल्पलाइन (14555) पर कॉल करके आप यह पता लगा सकते हैं कि योजना का लाभ आपको मिल सकता है या नहीं...

आप प्रधानमंत्री जन आरोग्य योजना (पीएमजेएवाई) के लिए पात्र लाभार्थी हैं या नहीं यह तीन चीजों से पता कर सकते हैं। i) मोबाइल नंबर/राशन कार्ड नंबर (एडीसीडी मुहिम के दौरान इकट्ठा किया गया), ii) एसईसीसी नाम या iii) आरएसबीवाई यूआरएन


सामाजिक-आर्थिक जाति जनगणना (एसईसीसी) डेटाबेस के आधार पर लोगों का चालू मोबाइल नंबर और राशन कार्ड नंबर इकट्ठा करने के लिए देश भर में ग्राम सभा स्तर पर 30 अप्रैल, 2018 को एक अडिशनल डेटा कलेक्शन ड्राइव (एडीसीडी) चलाई गई थी। जिनलोगों का मोबाइल नंबर या राशन कार्ड नंबर इस मुहिम के दौरान रेकॉर्ड में जमा किया गया था, सिर्फ उनका नाम ही पोर्टल पर रिजल्ट्स में दिखाएगा। अगर एडीसीडी मुहिम के दौरान डीटेल्स जमा की गई थी फिर भी रिजल्ट नहीं दिखा रहा है तो 'एसईसीसी नाम' का ऑप्शन इस्तेमाल करके अपनी योग्यता सर्च कर सकते हैं।


पीएमजेएवाई में अपनी योग्यता सोशल इकनॉमिक कास्ट सेंसस (एसईसीसी) डेटाबेस की डीटेल्स जैसे नाम, पिता का नाम, लिंग, राज्य आदि का इस्तेमाल करके पता लगा सकते हैं। इसके बाद भी अगर आपका नाम नहीं दिखा रहा है तो फिर नजदीकी आयुष्मान मित्र से संपर्क करें।


अगर एसईसीसी की डीटेल्स से भी सर्च में कोई रिजल्ट नहीं आता है तो अपने आरएसबीवाई यूआरएन का इस्तेमाल करके अपनी पात्रता का पता लगा सकते हैं।


अगर सर्च करने पर रिजल्ट में आपका नाम आ जाता है तो Get SMS बटन पर क्लिक करें और मोबाइल नंबर डालें। उस पर एचएचआईडी नंबर/आरएसबीवआई यूआरएन नंबर के साथ एक टेक्स्ट मेसेज आ जाएगा जिसका भविष्य में आप इस्तेमाल कर सकते हैं।



इस योजना का लाभ गरीबों, वंचित ग्रामीण परिवारों और चिह्नित शहरी कामगारों के परिवारों को मिलेगा। 8.03 करोड़ परिवार ग्रामीण इलाकों से होंगे और 02.33 करोड़ परिवार शहरी इलाकों से चुने जाएंगे।

प्रधानमंत्री नरेंद्र मोदी ने अपनी महत्वाकांक्षी योजना प्रधानमंत्री जन आरोग्य योजना (आयुष्मान भारत) को आज झारखंड से लॉन्च कर दिया। इसे दुनिया का सबसे बड़ा हेल्थ प्रोग्राम भी कहा जा रहा है। वैसे, यह योजना प्रभावी तौर पर 2 दिन बाद 25 सितंबर को पंडित दीनदयाल उपाध्याय की जयंती पर पूरी तरह लागू हो जाएगी। अभी देश के 29 राज्यों/केंद्रशासित प्रदेशों के 445 जिलों में यह योजना लागू होने जा रही है, क्योंकि ओडिशा और पश्चिम बंगाल जैसे कुछ राज्यों ने अभी इसे नहीं अपनाया है। इसके तहत 10 करोड़ परिवारों यानी करीब 50 करोड़ लोगों को सालाना 5 लाख रुपये तक के मुफ्त इलाज की सुविधा मिलेगी। आइए आपको बताते हैं इस स्कीम की खास बातें-



कितने परिवार हो रहे हैं कवर? 

इस स्कीम के तहत 10.74 करोड़ परिवारों के करीब 50 करोड़ लोग लाभार्थी होंगे। इनमें से करीब 8 करोड़ ग्रामीण परिवार हैं तो करीब 2.4 करोड़ शहरी परिवार हैं। इस तरह देश की करीब 40 प्रतिशत आबादी को इसके तहत मेडिकल कवर मिल जाएगा। लाभार्थी परिवार पैनल में शामिल सरकारी या निजी अस्पताल में प्रति साल 5 लाख रुपये तक का कैशलेस इलाज करा सकेंगे। इसके तहत इलाज पूरी तरह कैशलेस होगा। इस स्कीम की शुरुआत के साथ ही देश के 10,000 सरकारी और निजी अस्पतालों में गरीबों के लिए 2.65 लाख बेड की सुविधा उपलब्ध हो जाएगी।

क्या पूरा खर्च केंद्र वहन कर रहा है? 

नहीं, इस योजना पर होने वाले खर्च को केंद्र और राज्य सरकारें मिलकर उठाएंगी। PMJAY पर आने वाले खर्च का 60 प्रतिशत केंद्र सरकार वहन करेगी और 40 प्रतिशत भार राज्य सरकारों पर पड़ेगा। मौजूदा वित्त वर्ष में इस योजना की वजह से केंद्र पर 3,500 करोड़ का भार पड़ने का अनुमान है। 2018-19 के बजट में केंद्र इस मद में 2,000 करोड़ रुपये की टोकन मनी उपलब्ध करा चुका है।

आरोग्य मित्रों की भूमिका क्या होगी? 

नैशनल हेल्थ एजेंसी ने 14,000 आरोग्य मित्रों को अस्पतालों में तैनात किया गया है। इनके पास मरीजों की पहचान सत्यापित करने और उन्हें इलाज के दौरान मदद करने का काम होगा। लाभार्थियों के वेरिफिकेशन में इन आरोग्य मित्रों की महत्वपूर्ण भूमिका होगी, इसके अलावा किसी भी पूछताछ और समस्याओं के समाधान के लिए भी मरीज इन लोगों से संपर्क कर सकेंगे।

पात्रता का आधार क्या है? 

2011 के सामाजिक-आर्थिक और जाति जनगणना में गरीब के तौर पर चिह्नित किए गए सभी लोगों को इसके लिए पात्र माना गया है। इसका मतलब यह भी है कि अगर कोई शख्स 2011 के बाद गरीब हुआ है तो वह इसके फायदे से वंचित हो जाएगा। बीमा कवर के लिए उम्र की भी बाध्यता नहीं रहेगी, न ही परिवार के आकार को लेकर कोई बंदिश है। इसका मकसद सभी गरीबों को हेल्थ प्रोग्राम से जोड़ना है।

कैसे चेक करें अपना नाम? 

योजना को संचालित करने वाली नैशनल हेल्थ एजेंसी (NHA) ने एक वेबसाइट और हेल्पलाइन नंबर लॉन्च किया है, जिसके जरिए कोई भी यह जांच सकता है कि लाभार्थियों की फाइनल लिस्ट में उसका नाम शामिल है या नहीं। लिस्ट में अपना नाम जांचने के लिए आप mera.pmjay.gov.in वेबसाइट देख सकते हैं या हेल्पलाइन नंबर 14555 पर कॉल कर सकते हैं।

किस अस्पताल में इलाज, सरकारी या प्राइवेट? 

इस योजना के लिए सरकार की सूची में शामिल सरकारी या प्राइवेट किसी भी अस्पताल में इलाज के दौरान इसका लाभ लिया जा सकता है। बड़ी तादाद में सरकारी और निजी अस्पतालों ने इससे जुड़ने की इच्छा जताई है। सरकार को अब तक 15,500 से ज्यादा अस्पतालों से इससे जुड़ने के लिए आवेदन मिल चुके हैं। इनमें से 7,500 यानी करीब आधे आवेदन प्राइवेट हॉस्पिटलों के हैं। करीब 10 हजार अस्पतालों को इस स्कीम के लिए चुना जा चुका हैं, जिनमें सरकारी और प्राइवेट दोनों अस्पताल शामिल हैं। इलाज के कुल 1,354 पैकेज हैं, जिसमें कैंसर सर्जरी और कीमोथेरपी, रेडिएशन थेरपी, हार्ट बाइपास सर्जरी, न्यूरो सर्जरी, रीढ़ की सर्जरी, दांतों की सर्जरी, आंखों की सर्जरी और एमआरआई और सीटी स्कैन जैसे जांच शामिल हैं।

क्यों जरूरी थी स्कीम? 

देश की एक बड़ी आबादी गंभीर बीमारियों के इलाज का खर्च उठा पाने में सक्षम नहीं है। स्थिति कितनी गंभीर है इसका अंदाजा ब्रिटिश मेडिकल जर्नल में प्रकाशित एक हालिया अध्ययन से लग सकता है। अध्ययन में सामने आया कि भारत में 5.5 करोड़ लोग सिर्फ इसलिए गरीबी रेखा से नीचे पहुंच गए क्योंकि उन्हें इलाज में काफी पैसा बहाना पड़ा। इनमें से 3.8 करोड़ लोग तो सिर्फ दवाओं पर खर्च करने के कारण ही गरीब हो गए। नैशनल सैंपल सर्वे ऑर्गनाइजेशन (NSSO) के हालिया आंकड़ों के मुताबिक देश के करीब 85.9 प्रतिशत ग्रामीण परिवारों और 82 प्रतिशत शहरी परिवारों की हेल्थकेयर इंश्योरेंस तक पहुंच नहीं हैं। इतना ही नहीं, देश की करीब 17 प्रतिशत आबादी अपनी कमाई का 10 प्रतिशत सिर्फ इलाज पर खर्च कर देते हैं। इन आंकड़ों को देखते हुए आसानी से समझा जा सकता है कि इस तरह की योजना क्यों जरूरी थी।

क्या आधार कार्ड है जरूरी? 

इस स्कीम का फायदा उठाने के लिए आधार कार्ड अनिवार्य नहीं है। आप पात्र हैं तो आपको बस अपनी पहचान स्थापित करनी होगी, जिसे आप आधार कार्ड या मतदाता पहचान पत्र या राशन कार्ड जैसे पहचान पत्रों से स्थापित कर सकते हैं।

कैसे करें क्लेम? 

सरकार के पैनल में शामिल हर अस्पताल में 'आयुष्मान मित्र हेल्प डेस्क' होगा। वहां लाभार्थी अपनी पात्रता को डॉक्युमेंट्स के जरिए वेरिफाई कर सकेगा। इलाज के लिए किसी स्पेशल कार्ड की जरूरत नहीं पड़ेगी, सिर्फ लाभार्थी को अपनी पहचान स्थापित करनी होगी। पात्र लाभार्थी को इलाज के लिए अस्पताल को एक पैसे भी नहीं देने होंगे। इलाज पूरी तरह कैशलैश होगा।

किन राज्यों में फिलहाल लागू नहीं? 

दिल्ली, पश्चिम बंगाल, ओडिशा, केरल, तेलंगाना और पंजाब ने अभी इस योजना के लिए केंद्र के साथ मेमोरेंडम ऑफ अंडरस्टैडिंग (MoU) पर दस्तखत नहीं किए हैं। ये राज्य इसी तरह की खुद की योजना चाहते हैं, कुछ में पहले से ही इस तरह की योजना चल रही है।
